Tasks
The Regional Council is responsible for studying everything that raises the level of services in the region, particularly the following:
- Identify the region’s needs and propose their inclusion in the state’s development plan.
- Prioritize beneficial projects and propose their approval in the annual state budget.
- Study the organizational plans for the region’s cities and villages, and follow up on their implementation after approval.
- Follow up on the implementation of the development plan, budget, and coordination related to the region.
- Propose any public benefit work for the citizens of the region, encourage citizen participation, and submit it to the Minister of Interior.
Committees
First - Committee on Urban Humanization and Infrastructure:
- Study reports and recommendations related to services and public facilities submitted by local councils in the governorates.
- Review requests from relevant entities regarding projects and services needed by the region.
- Study the housing situation in the region in cooperation with competent authorities and propose solutions and suggestions to provide suitable housing for the residents.
- Work towards improving the efficiency of public services and facilities.
- Establish mechanisms to monitor approved projects and review reports.
- Work on all matters that improve the urban landscape, enhance traffic safety, reduce pollution, participate in studying slum areas, and propose solutions in coordination with relevant authorities.
- Request budgets of government agencies at the beginning of each fiscal year and review previous budget implementations.
- Study and analyze the region’s service situation and ways to raise service levels and develop performance, including health, education, municipal services, electricity, water, sewage, mosques, and endowments. Establish performance indicators for global service agencies.
- Consider the distribution of services and projects across governorates and centers in proportion to importance, need, population density, and other considerations.
- Study matters that improve the health and well-being of residents.
- Request future plans and studies from government agencies in the region and study them.
- Study any tasks or issues referred to the committee related to its competencies.
- Study priorities for road projects in the region.
- Participate in setting building conditions and other facilities in coordination with relevant authorities.
- Participate in urban studies and regional, semi-regional, structural, and detailed plans of cities and governorates and follow up on their implementation after approval.
- Invite experts and specialists to discuss any topic within the committee’s scope.
- Submit periodic reports every three months to the council secretariat, including recommendations for presentation to the council.
- Follow up on improving government agency performance and activate e-government.
Second - Committee on Quality of Life and Investment:
- Includes (tourism - culture - heritage - sports - entertainment - youth - economy).
- Study policies related to tourism, culture, and associated supporting sectors.
- Contribute to identifying tourist and archaeological sites and invite investors.
- Create comprehensive and diverse entertainment opportunities that meet international standards.
- Identify obstacles facing the private sector in coordination with relevant authorities.
- Propose investment fields and diversify the economy to increase the gross domestic product.
- Develop commercial activity in the region, maintain its sustainability, discuss ways to remove obstacles affecting investment and industry growth, and study and develop agricultural, livestock, and fishery production. Formulate investment visions for the region’s tourist assets.
- Work on increasing local production by encouraging industrial and agricultural projects.
- Support investments and motivate investors.
- Develop the nonprofit sector and encourage volunteer work.
- Support tourism and provide necessary proposals for its development.
- Develop cultural affairs and raise the cultural level among the youth, in addition to proposing cultural programs and spreading culture to achieve the region’s civilizational development.
- Invite experts and specialists to discuss any topics within the committee’s competence.
- Study any tasks or issues referred to the committee related to its competence.
- Submit periodic reports every three months to the council secretariat, including recommendations for presentation to the council.
